Hatch Announces Senate Finance Committee Staff Changes

WASHINGTON – U.S. Senator Orrin Hatch(R-Utah), Ranking Member of the Senate Finance Committee, today announced several staff changes. Kimberly Brandt has been named Chief Oversight Counsel, Bryan Hickman will serve as Senior Counsel, and Jay Khosla, in addition to serving as Chief Health Counsel, will take on the new role as Policy Director on the minority staff of the Committee.

“Over the past two years, Kim, Jay, and Bryan have been invaluable assets to our team, bringing a wealth of knowledge and experience to their areas of expertise,” said Hatch. “I’m proud to have such high-qualified, well-respected individuals in these new and expanded roles.”

Kim Brandt, Chief Oversight Counsel on the minority staff of the Senate Finance Committee.  Kim joined the Senate Finance Committee minority staff in January 2011 as Chief Healthcare Investigative Counsel. Prior to joining the Committee, Kim worked as Counsel in Alston & Bird’s Health Care Group, based out of the firm’s Washington, D.C., office.  Previously, Kim served as the Director of the Medicare Program Integrity Group at the Centers for Medicare & Medicaid Services (CMS), where she was responsible for ensuring the integrity of payments and prevention of fraud, waste and abuse relating to the Medicare fee-for-service and Part D prescription drug programs.  She also directed, developed and implemented evolving strategies to address programmatic vulnerabilities across the CMS programs, as well as provided technical expertise and drafting assistance to Congress on fraud and abuse issues.  Before joining CMS, she worked at the Office of Inspector General (OIG) for HHS as Director of External Affairs and Senior Counsel in the civil remedies branch focused on helping negotiate False Claims Act settlements and drafting Corporate Integrity Agreements.  Kim received her J.D. from the DePaul School of Law, an M.A. in legislative affairs from George Washington University and her undergraduate degree from Valparaiso University.

Bryan Hickman, Senior Counsel on the minority staff of the Senate Finance Committee. Bryan has worked for Senator Hatch in a variety of capacities for more than eight years.  He began his career on Capitol Hill in Senator Hatch’s front office and has served in positions Hatch personal office and the Senate Judiciary Committee.  For the last two years, he has served as Special Counsel on the Senate Finance Committee.  He has a B.S. and a master’s degree in Political Science, both from Utah State University, and a J.D. from the George Washington University Law School.  

Jay Khosla, Policy Director on the minority staff of the Senate Finance Committee.  He currently serves as Chief Health Counsel on the minority staff of the Senate Finance Committee and Legislative Director for Senator Orrin Hatch. During the 2008 presidential campaign, Mr. Khosla was Arizona Sen. John McCain’s senior health policy advisor. Prior to the campaign, he served as health counsel for the U.S. Senate Budget Committee and prior to that as health counsel for former Senate Majority Leader William Frist. A Virginia native, he has his B.S. in biology from Virginia Commonwealth University, a J.D. from the University of Richmond’s law school, and a master’s degree in health administration from Virginia Commonwealth University’s medical school.

Additional senior staff on the Senate Finance Committee include: Chris Campbell, Republican Staff Director; Everett Eissenstat, Chief International Trade Counsel; Jeffrey Wrase, Chief Economist; and Mark Prater, Chief Tax Counsel and Deputy Staff Director on the minority staff of the Committee.
