Re: Baucus Releases Modified Chairman’s Mark of Jobs Bill to Establish Permanent Normal Trade Relations with Russia (PNTR)
Senate Finance Committee Chairman Max Baucus (D-Mont.) today released a modified Chairman’s Mark of his bill to establish permanent normal trade relations (PNTR) with Russia and remove Russia from the 1974 Jackson-Vanik amendment. The modified mark includes the Magnitsky Act, as passed by the Senate Foreign Relations Committee, and makes a technical correction to the provision requiring an annual report on Russia’s treatment of U.S. digital trade. Baucus detailed his intention of adding the full text of the Magnitsky Act as an amendment to the PNTR legislation in a June letter to the bill’s cosponsors, Senators John McCain (R-Ariz.) and Ben Cardin (D-Md.).
The Modified Chairman’s Mark, as well as a list of amendments filed by committee members, is available on the Finance Committee’s website here.
