A Robust Trade Agenda to Help Move America Forward
Bipartisan Trade Promotion Authority Paves Way for In Depth Review of Trans-Pacific Partnership
Sought by Republican and Democrat Administrations for decades, Trade Promotion Authority (TPA) has been essential to negotiating and implementing high-standard trade agreements which have benefited American workers, farmers, ranchers, and businesses with higher paying jobs, greater economic opportunity, and increased access for American products in international markets.
On April 16, 2015, Senate Finance Committee Chairman Orrin Hatch (R-Utah), Ranking Member Ron Wyden (D-Ore.) and House Ways and Means Chairman Paul Ryan (R-Wis.) introduced legislation to renew this critical trade tool, the Bipartisan Congressional Trade Priorities and Accountability Act of 2015 (TPA 2015).
The bipartisan, bicameral measure was reported out of the Committee by a vote of 20-6 on Wednesday, April 22, 2015.
The House passed the legislation with a vote of 218-206 on June 18, 2015, and the Senate by a vote of 60-38 on June 24, 2015. The bill (P.L. 114-26) was signed into lay by President Obama on June 29, 2015.
On October 5, 2015, United States Trade Representative (USTR) Michael Froman announced that an agreement had been reached between the United States and 11 other nations - a trade block representing 40 percent of the global economy - to close the Trans-Pacific Partnership (TPP) negotiations.
